What You Will Learn

  • Constituents of paints and coatings, and how they affect both air pollution and hazardous waste.

  • Compliant coatings currently available, in solvent-borne, water-borne and powder formulations.

  • Role of chromates and other inorganic HAPs in coatings.

  • Coating regulations, RACT, BACT, MACT, LAER and NESHAP.

  • NESHAPS: we will review the existing Aerospace and Wood Finishing NESHAPs as well as the latest draft of the proposed new NESHAP for Miscellaneous Metal Parts.

  • Relationship between solvents (thinners) and Volatile Organic Compounds (VOC), Hazardous Air Pollutants (HAP), and Ozone Depleting Compounds (ODCs).

  • How to interpret MSDS or technical data sheets and how these values were derived by the vendors and the degree of accuracy that can be expected.

  • How to perform over 20 different types of calculations: VOC/HAP contents for the mixing of single and two-component coatings; calculating VOCs and HAPs from MSDS and from EPA Method 24 analyses, emissions of VOCs and HAPs for Title V and permit reporting, calculations including transfer efficiency, capture efficiency, emissions after abatement, calculating composite vapor pressure for solvent wiping operations.

  • Common coating application methods: include discussion of different types of HVLP spray guns and their compliance with regulations and techniques for minimizing emissions and hazardous waste

  • Proper record keeping, what inspectors look for when conducting an audit of a painting facility, the responsibilities that different job functions have for compliance, and how violations are dealt with.

  • In anticipation of the Miscellaneous Metal Parts NESHAP, you will learn to calculate compliance in terms of lbs VOC/gal solids applied.

About the Instructor

Ron Joseph M.S. is Principal at Ron Joseph & Associates, Inc., a coating and environmental consulting firm in Saratoga, California, established in 1984. 

  • Bachelors degree in Chemical Engineering (B.S.) and Masters degree in Corrosion Science.

  • Spent 7 years with a large Paints & Coatings vendor where he learned how to make and specify coatings.

  • Provided over 30 environmental training programs relating to surface coatings to most EPA regions, state and local agencies, DOD, government agencies and corporations.

  • Presented hands-on training to improve painter performance, process efficiency and P2 to over 30 Air Force bases, Marine Corps and corporations.

  • Spent over 14 years specifying coating processes (surface preparation, coating systems) for large industrial projects.

  • Over 20 years evaluating military coatings through laboratory testing and on-site applications.

  • Over 16 years as Paints & Coatings consultant to industrial corporations and government agencies.

  • Numerous coating research projects for corporations and government agencies.

  • Coatings editor of Metal Finishing Magazine, and author of Organic Guidebook & Directory.

  • Published 2 books and over 100 feature papers and articles.

  • Frequent speaker at international conferences.

 

 


Cost of Program

$950 per person (non-government)

$850.00 per person for government employees
